Mykhailo Fedorov is the Ukraine's Deputy Prime Minister for Innovation, Education, Science and Technology, and also Minister for Digital Transformation (at time of publishing). In this presentation Mr. Federov explains how and why the Ukraine managed to rapidly transform its institutions' services, moving many of its touch-points to an app-based platform.
