In this session, Francisco Mingorance (Secretary General, CISPE) presents CISPE's work on defining and certifying cloud sovereignty. CISPE takes a binary stance on the question — a cloud service is either sovereign or it is not — and has developed concrete tools to put that definition into practice: the CISPE Cloud Services Catalogue with Gaia-X Level 1–3 labels, and the Sovereign & Resilient Cloud Services Framework.
Francisco will also outline CISPE's vision for a composable, distributed European cloud ecosystem built on open frameworks.
