This Technical Report seeks to facilitate a discussion about future distribution of Public Service Media (PSM) content and services, both internally to PSM organisations and externally.
The PSM providers need to develop their future distribution strategies that will enable them to fulfil their remit in the face of fast-changing technology, audience behaviour, market situation and regulatory conditions. In particular, PSM providers may seek to maximise their reach while minimising their distribution costs, given the continuous pressure on their budgets.
The report was originally published in December 2018. The April 2020 version contains a corrected Figure 7; this is also explained in a footnote. There are no other changes in the document.
