Infrastructure strategy to ensure content distribution during times of crisis

This Recommendation has been precipitated by the impact of recent natural disasters and the unfolding crisis in Ukraine and it is designed to provide guidelines to EBU Members and other broadcasters. A major concept is the creation and maintenance of co-operative distribution infrastructures that include both broadcast and broadband networks and that should implement high reliability, resilience and security features. It is recommended that such heterogeneous co-operative infrastructures be maintained and used at all times, so that when crises of any sort occur, the ability to sustain public service broadcasting, aimed at informing, educating and entertaining whole populations, as well as alerting them to critical events, is maximised.
