DEPRECATED due to the passage of time. The technical recommendations for subtitle contribution, distribution formats and architectures no longer apply.
Public service broadcasters have a particular duty in providing services to the whole community, including people from minorities and those with sensory disabilities. Appropriate access services such as subtitling, spoken subtitling, audio description and signing are key elements.
This report provides an overview of the common access services used by broadcasters, how they work (technically), cost aspects, etc. Although still a valuable introduction into the world of access services, some of the information in the report (e.g. the amount of services provided, status of the standardization work) is now outdated.
