This recommendation has been precipitated by the worldwide COVID-19 crisis.
It is designed to provide guidelines to EBU Members and other broadcasters regarding adaptation of their streaming services and their audience's viewing and listening choices. The aim is to mitigate Interenet network congestion brought about by massive use of the internet for home networking and education purposes during the current COVID-19 pandemic. It is envisaged that this recommendation be updated as the crisis evolves.
