The EBU's aim is to engage with and influence the standardization process ongoing in 3GPP..

This is done principally through the 'Mobile Technologies and Standards' project team, which carries out the detailed technical work necessary to assess the degree to which enhancements to the 3GPP system intended to support and accommodate TV services (eMBMS).

The EBU has produced a set of high-level requirements such as the possibility to enable free-to-air distribution of linear TV services for smartphones and tablets without the need to use a SIM card.

Standalone operation of an eMBMS network using the entire capacity of a given carrier was another very important element. Efficient usage of infrastructure and spectrum resources, with the possibility to share these to allow users who have contracts with different network operators access to linear broadcast programmes complemented the requirements

This August 2022 version is the first revision of the original (July 2018) report and it reflects the latest trials conducted by EBU members during the last year. In particular, it highlights those trials done with more mature equipment than was available when the first report was published. Those original trials are still fully reported in this version.
