This report addresses the essential problem of rights management from a metadata perspective. The final aim is to have binding contractual documents expressed in a “machine-readable” form.

The ultimate goal is to have binding contractual documents expressed in a “machine-readable” form. The report lists a number of needs, related to activities dealing with rights on relying on an effective rights management process. It provides the background legal framework needed to understand the issues discussed and then it examines several of the rights standards, suggesting areas for improvement and possible intervention in these standards. Several user organizations have contributed to the report with their experience of rights management systems.
